Hitching rail or patience pole.

A hitching post is a horizontal rail on uprights. You tie to the rail. Several horses can stand along it.

A patience pole is a single vertical post with a swivel at the top. It teaches a horse to stand tied without getting a leg over a rope or wrapping itself around a rail. If the problem is a horse that will not stand, that is the one you want.
